To Whom It May Concern:
Pursuant to the The Missouri Sunshine Law, I hereby request the following records:
1) The names of agencies and organizations with which the Agency shares ALPR data;
2) The names of agencies and organizations from which the Agency receives ALPR data;
3) The names of agencies and organizations with which the Agency shares “hot list” information;
4) The names of agencies and organizations from which the Agency receives “hot list” information.
This information is easily available within the Agency’s LEARN system. The simplest way to extract this data is to generate an “Agency Data Sharing Report” PDF file from within LEARN. To do this, a user may simply go to the “Sharing” section of LEARN and select “Output Report.” A CSV/XLS file containing these records would also satisfy this request.

A number of other agencies have regularly determined the above information constitutes a public record and have provided an “Agency Data Sharing Report.” These agencies include:
Anaheim Police Department, Antioch Police Department, Bakersfield Police Department Chino Police Department, Clovis Police Department, Elk Grove Police Department, Fontana Police Department, Fountain Valley Police Department, Glendora Police Department, Hawthorne Police Department, Irvine Police Department, Livermore Police Department, Lodi Police Department, Long Beach Police Department, Montebello Police Department, Orange Police Department, Palos Verdes Estates Police Department, Red Bluff Police Department, Sacramento Police Department, San Bernardino Police Department, San Diego Police Department, San Rafael Police Department, San Ramon Police Department, Simi Valley Police Department, and the Tulare Police Department.
We further request the following records:
5) The aggregate number of “detections” (i.e. license plate scans and associated data) collected during 2016;
6) The aggregate number of detections collected during 2017;
7) The aggregate number of detections collected during 2018;
8) The aggregate number of “hits” (i.e. times that a plate on a hotlist was detected) during 2016;
9) The aggregate number of “hits” during 2017;
10) The aggregate number of “hits” during 2018.
This information is easily available within the Agency’s LEARN system. The simplest way to extract this data is to generate a “Dashboard Hit Ratio Report” PDF file from within LEARN. We would prefer the data for each year to be provided separately.

Regarding your request below, I have the following information.
In response to points 1, 3 and 4, the St. Louis County Police Department does not share ALPR data with any other agency. Additionally, it does not share or receive “hot list” information with or from any other agency.
In response to point 2, it would take an Information Systems Architect approximately 15 minutes to compile this data at the rate of $55.63 per hour = $11.13.
Regarding points 5, 6, 7, 8, 9 and 10, it will take a Mobile Tech Specialist approximately one hour to compile the responsive data at the rate of $19.49 per hour.
The total estimated to process your request is $30.62. We can begin to process your request once payment is received, and based on the present workload, it should be completed approximately within two weeks after payment is received. We accept cash, credit cards (in person only) and checks or money orders (payable to St. Louis County). It can be sent to the address below my signature. Please send it to my attention along with a copy of this email.
Please note this is an estimate. If the actual amount is more, you will be required to pay the difference prior to receiving the documents. If the actual amount is less, you will be refunded the difference. In addition, the response time is only an estimate given the existing work load, and is also subject to change. Additionally, the fee provided is based on the salary that results in the lowest amount of charges.

Regarding the requested fee of $30.62, I respectfully ask that you consider waiving this fee:
1. It is in the public's interest for the Saint Louis County PD to release these records, because release of these records contributes significantly to the public's understanding of government activity.
2. I am a member of the media.
3. At the same time, I am conducting this request as part of a journalism school graduate-level project.
4. Additionally, it is contrary to the public's interest to charge the public for work done for the public by public officials, whose salaries are paid for with public monies.

Thank you for getting back to me.
For starters, let's narrow this request to my original items 5) to 10), which I'm repeating here for your convenience:

Regarding the fee, I would like to point out that other police departments have sent us this requested information at no charge. Those agencies include police departments in St. Charles, Springfield, and Kansas City, Mo.
For your reference, here are two email conversations regarding these requests, from St. Charles and Springfield. As you can see, the question of fees did not come up.
