Dear Mr. Guariglia:
Thank you for submitting your Freedom of Information Act (FOIA) request to
the National Archives and Records Administration (NARA), via the
*FOIAOnline* website. We received your request on July 26, 2019.
This office handles FOIA and Privacy Act requests for the National Archives
and Records Administration's *operational *records (records created by this
agency). Because your *FOIAOnline *request is for records that may be
*archival *records (records created by or originated in a different agency
but that may have been transferred to the legal custody of NARA), we have
forwarded it to our *Office of Research Services, Special Access and
FOIA* staff
who handle FOIA requests for archival records.
Since the *Office of Research Services, Special Access and FOIA* does not
process FOIA requests through *FOIAOnline*, your request has been removed
from the *FOIAOnline* website and you will be assigned a new tracking
number by that office within the next 20 business days. In the future, if
you need to follow up with that office directly, please contact them at the
address below, or electronically via email.

From: National Archives and Records Administration
Requester Guariglia--
I am writing in response to your Freedom of Information Act request of July
26, 2019, for records in the custody of the National Archives and Records
Administration. Your request for a search of FBI and predecessor case files
for any records on the *Boston police strike of 1919* was received in this
office on July 29, 2019, and assigned FOIA case number RD 62229.
I searched the FBI Index available to us, and located no responsive FBI or
predecessor records in the custody of the National Archives. Please see the
attached .pdf for a list of the search terms I used.
The closest lead I have is for case file 61-HQ-240, Serial 9. The index
card was for an Edward Ryan, who was supposed to have been active in a
police strike in Boston in 1922, close to your time of interest.
Unfortunately, I did not locate that case file in our Classification 61
files at College Park; while we have case numbers in the correct range,
file 240 is not present. It is possible that this file remains in the legal
custody of the Federal Bureau of Investigation, so I am unable to confirm
whether this file is responsive to your request. You may request the file
from them at https://www.fbi.gov/services/information-management/foipa.
Case file 61-HQ-7582 relates to the same Edward Ryan, but may describe
material from 1940 and later. Again, I was unable to locate this case file
in our holdings, but it may remain with the FBI.
The remaining Classification 44 case file results from Boston (i.e. case
files 44-BS-808, 811 and 845) do relate to the Boston Police Department
broadly, but I found no citations dating prior to 1970 in the index.
I also searched our online catalog at https://catalog.archives.gov/ but was
similarly unsuccessful.
This concludes the processing of your request. If you have additional
questions concerning my review of this file, please contact me directly at
Amanda.Weimer@nara.gov or (301) 837-0604.
If you are not satisfied with our action on this request, you have the
right to file an administrative appeal within ninety (90) calendar days
from the date of this letter. Appeals must be in writing and may be
delivered by regular U.S. mail or by e-mail. By filing an appeal, you
preserve your rights under the FOIA and give the deciding agency a chance
to review your request and reconsider its decision. If you submit your
appeal by regular mail, it should be addressed to the Deputy Archivist of
the United States (ND), National Archives and Records Administration, 8601
Adelphi Road, Room 4200, College Park, Maryland 20740-6001. Both the letter
and envelope should be clearly marked “Freedom of Information Act Appeal.”
If you submit your appeal by e-mail, please send it to foia@nara.gov,
addressed to the Deputy Archivist, with the words “FOIA Appeal” in the
subject line. Please be certain to explain why you believe this response
does not meet the requirements of the FOIA. All communications concerning
this request should reference your case tracking number RD 62229.
If you would like the opportunity to discuss our response and attempt to
resolve your dispute without initiating the appeals process, you may
contact our FOIA Public Liaison for assistance:
