This is in response to your Freedom of Information Act (FOIA) request for
all items for Thomas A. Captain and Tom Captain of the Eastern Shawnee
Tribe of Oklahoma. Your request was received by the Archives 1 Reference
Branch in Washington, DC, on August 14, 2020, and assigned the case number
20-45720.

The National Archives and Records Administration (NARA) is the repository
of the permanently valuable historical records of the U.S. Government. Our
records document the activities of the U.S. Congress, the U.S. Supreme
Court and federal court system, and Executive branch agencies. While we
might house records related to Thomas A. Captain and Tom Captain, we do not
have a consolidated name index that we can check to identify all records
related to them that might be in our nationwide holdings.

As such, identifying all records related to Thomas A. Captain and Tom
Captain that might be in our holdings would require in-depth research of
the type that we are regrettably not staffed to provide. Please note that
the FOIA does not obligate federal agencies to conduct research for the
requester. As a matter of policy, NARA is staffed to provide information
about our records and guidance for getting started in one’s research, but
not to undertake substantive research on researchers’ behalf.

We can, however, provide information about records that might be useful for
you to check. For example, the National Archives Building in Washington,
DC, houses historical records of the Bureau of Indian Affairs (BIA)
headquarters in Record Group 75. Depending on when Thomas A. Captain and
Tom Captain were born and died, and whether or not they were enrolled
members of the Eastern Shawnee Tribe of Oklahoma, they might be documented
in the Indian Census Rolls in Record Group 75. The Indian Census Rolls are
annual censuses that the BIA took of Native Americans who were enrolled
members of federally recognized tribes. These records span the period 1885
to 1940, although there is not a census of every tribe for every year.

The Indian Census Rolls are arranged by BIA field jurisdiction and
thereunder by year. We do not have a name index to these records, but we do
have a key that indicates which BIA field jurisdictions served which tribes
during which years. I checked this key for the Eastern Shawnee Tribe of
Oklahoma and found that the tribe would have been under two separate BIA
field jurisdictions between 1885 and 1940: the Seneca Agency (approximately
1901–1921) and the Quapaw Agency (approximately 1885–1900 and 1922–1936).
Thus, you may want to check the census rolls available for the Seneca
Agency and the Quapaw Agency for records of the Eastern Shawnee, and within
those, for potential records related to Thomas A. Captain and Tom Captain.

The Indian Census Rolls are available online through Ancestry (
http://www.ancestry.com) and Fold3 (http://www.fold3.com). Ancestry and
Fold3 are subscription-based websites that allow you to search the Indian
Census Rolls by keyword or browse by BIA field jurisdiction and year.

Select rolls are also available online through the Internet Archive. The
Internet Archive is free to access but may not offer the same searching or
browsing capabilities as Ancestry or Fold3. A link to the Indian Census
Rolls on the Internet Archive is available here:

Once again, please keep in mind that the Indian Census Rolls only document
enrolled members of federally recognized Native American tribes for the
approximate period 1885–1940. If Thomas A. Captain and Tom Captain were not
formally enrolled in the Eastern Shawnee Tribe of Oklahoma during this time
period, then they would not be documented in the Indian Census Rolls. For

It is possible that other records in our holdings document Thomas A.
Captain and Tom Captain. As noted above, however, we do not have a
consolidated name index to all of our records that we could check for
