After careful review of your request, we have determined that your request is too broad in scope and does not specifically identify the records which you are seeking. The parameter of your request is broad to the point that any search conducted using them may result in thousands of potentially responsive documents.
The Freedom of Information Act (FOIA) provides authority to Federal Agencies to release documents that are specifically identified by the requester.  It does not require an Agency to do an all-encompassing search of all records in order to respond to requests, create new records, answer questions posed by requesters, or attempt to interpret a request that does not identify records.
The Office managing your FOIA needs additional information in order to proceed with your FOIA.  Please describe the record you are seeking with as much information as possible to ensure that our search can locate them with a reasonable amount of effort.  Whenever possible, a request should include specific information about each records sought, such as the date, title or name, author, recipients, and subject matter of the records, if you know, or the GSA component or office you believe created and/or controls the record.

Good morning Ms. Best - This email is in response to your Appeal of
GSA-2019-001318. Since you have responded to our 5/30/2019 clarification
request by appealing your original request (GSA-2019-001091), we will be
closing this Appeal and reopening your original request since your intent
for the Appeal was for GSA to respond to your original request.

In reference to your original request and the response you provided in this
Appeal, we can indeed run an email data pull using the following criteria
(see below highlighted in *BLUE*), however:

- In accordance with our Records Management Policy, we only retain
records for 6 years. As a result, the timeframe of your data pull will be
7/18/2013 thru 7/18/2019.
- Since your request is broad in nature, after running the email data
pull, we anticipate thousands of pages of emails; most of which will not be
responsive to your request. For example, GSA employees (over 12,000 work
for GSA) receive news feeds and if the keyword (i.e. WikiLeaks") is in
these news feeds, it will capture all these emails. Since this topic has
been in the news for quite some time, these emails will make up a
significant amount of the emails being pulled.
- Because this email data pull could retrieve thousands of pages of
emails, it will take us several months to review this pull. Please
understand, reviewing and coordinating large email data pulls are
time-consuming. First, our IT Office must perform the email data pull and
than convert the results of the pull into a user-friendly format (i.e.
pdf). Next, the SME must review the emails resulting from the pull to
ensure they are responsive to your request. After the initial review and if
there are documents responsive to your request, the SME will review and
when necessary, redact information that is considered Personally
identifiable information (PII), pre-decisional, attorney-client privilege,
etc. Once the SME has completed this part of the process, the responsive
package must be coordinated for final approval prior to release. Due to
the possible voluminous nature of your email data pull request as well as a
backlog of other large and voluminous data pulls currently being worked by
the GSA FOIA Office, we anticipate it will take at a minimum 8-10 months to
complete the review and coordination.

If there is any way you could help us narrow the scope of your request, it
would be greatly appreciated. For example;

- Do you have additional keywords we could use for the email data pull?
- Is there a specific group of GSA employees you would be most
interested in such as the GSA Administrator Suite, GSA Senior Leaders, etc.

If not, we will run the email data pull as is. Thank you for your
attention in this matter.
